IV. Design Concepts of the Sustainable Environment / Green Building Solution

Building Insulation, Green Wall and Banog Feather
The building imitates the feather structure of the Banog bird. The building envelope is composed of layered glass panels that allow the air through the gaps, with panels that mechanically open on hot days and close during heavy rain. The glass and green wall form the “feather” that allow breezes in while filtering dust, shade from excessive sun-heat, and protect from rain. Each green panel are replaceable and reachable from the office area. Local rain can water the plants while excess water is collected.

Water Recycling and Drainage
Ground Floor and Exterior floor are layered with paving block to absorb water during heavy rains to absorb all rainwater without using outside drainage system. Water collected by rain is stored on containers at the second floor and lower ground floor tanks. This water irrigates the landscape areas and replenishes the fountain water and water features along hallways.

The citizens will have priority in the building. The top floor hosts the canteen where townsfolk can see an elevated view of the town. The deck includes a farm that produces 70% of the vegetables and herbs needed to support the canteen. Possible small scale poultry is also considered. Compost from toilets and food waste will be used as fertilizer for the garden. Waste water from toilets will have a digestive chamber that recycles water back to flushing toilets. Kitchen drains will water the garden. Toilets will use waterless urinals and compost toilets. The water feature promotes psychological health among the building occupants.

Horizontal Wind flow, Natural Ventilation and Passive Cooling
Fans suck in exterior air, cool it with green wall and channel it through the offices thru the wind storey. This wind collection reverses depending on different times of the year for southeast and northwest monsoon. Special attention is given in filtering dust from outdoor air. Suspended water spray, fountains, and water droplets are used to cool the indoor environment.

Only the heads of each department will be provided air conditioning but only on hot times of the year. The conference hall and the department heads’’thermal data will be recorded collected for 2 years for decision for air conditioning. Target is to have 0% airconditioning.

Encourage of Clean Transport

To encourage the use of eco-friendly transport, only the top directors and guests (from outside) the city will be allowed to park on the Lower Ground Floor Parking while priority will be given to e-motorcycles, hybrid cars, e-jeepneys and bikes. Unclean fuel vehicles are discouraged from parking on the municipal parking. Partnership with hybrid car producers to produce hybrid jeepneys is necessary. Shower, changing room and lockers are provided to encourage natural transport and employee health.

Linear Paradise – Lobby Hallway
To encourage community interactions, a linear hallway with seating areas is provided instead of a large interior lobby. The hallway’s transparent roof is lined with landscape hanging vines and shrubs to insulate the Lambunaonons from the sun’s heat.

Solar Power, Centralized Building Automation System and Energy Efficiency
A central building automation system will be used to monitor and control indoor and outdoor temperatures. The first year of operation will index building metrics like temperature humidity and energy use throughout the year. This will be a benchmark to automate configurations for building energy use.

Portion of the roof will be installed with Solar Panels that will provide 60% of the energy needs of the building. During cloudy and rainy months, the municipal hall power will be supported by local grid. Portion of the roof will have a reduced skylight to reduce electricity while all lights will be energy efficient LED lights.

Recycling and Waste Reduction
After investigating zero waste production goals, the town of Kamikatsu was able to accomplish this with 43 categories of waste. For a realistic goal of reducing waste by 74%, it is possible to have 10 items for segregation as listed below:

  1. Organic / Wet Waste
  2. Metals
  3. Bottles, Glass & Plastics
  4. Dry Organic (Paper and Wood etc.)
  5. Hazardous (batteries, fluorescent bulbs etc.)
  6. Residuals (dust, debris etc.)

Basically these common waste products are projected to be 74% of the municipal’s waste.

V. Benefits and Feasibility:

The Municipal Hall Design

Due to its high altitude in the province and relative level in the vicinity, there are no critical problems on flooding and possibly 0% air conditioning. All offices are positioned on the site using 3 floor levels to contain needed offices and parking on the lower ground floor.

Outside areas can be totally used for landscape and parks instead of concrete parking. This reduces heat-island effect. The town can use the landscape as play areas for children and parks for the people.

CONCLUSION
While the Green Building strategy looks good in paper, the actual implementation takes planning, foresight and commitment. It is challenging and costly, but doable. Large Cities and Small Villages are able to implement Green Building with the support of the locals. Constant communication and listening to the needs of the Lambunaonons will move the town from an inefficient wasteful center to one that is sensitive and responsive both to the environment and to its people. It is time to take action because the people deserve this kind of leadership.
